Nevertheless, the difficulty of making expenditure, which is estimated at a year and a half ahead, generally a year square exactly with the limits of the Appropriation Ordinance of the year covered thereby, is a difficulty, if not impossibility, from the nature of things, and the contingencies that were perhaps highly improbable at the period of framing the Estimates. I never found much difference in this respect made by the constitution of the various Colonies where I have resided as Governor, whether administration was conducted under Responsible Government or by a limited Council as here.
